Mexico States
Mexico is a federation made up of 31 free states. These Mexican States constitute one federated State or Union. The federal government of Mexico has exclusive jurisdiction over the Federal District, a territory which does not belong to any state but to all states, as well as the islands, atolls and reefs that do not belong to any single state alone. The Federal District is coextensive with Mexico City, capital of the federation and seat of Mexican government.All "Mexico States" are free, sovereign, autonomous and independent from each other. Mexico states have the right to create their own constitution but they cannot make an alliance with any other state of the Mexican Union.
Every Mexico State is represented by 3 senators in the Senate; 2 are elected through universal suffrage by plurality; and 1 is assigned to the "first minority" party. The federation conforms a single constituency from which 32 senators are individually elected by proportional representation with open party lists.
